I have revieced the confirmation from Ministry of Foreign Affairs that the Republic of Lithuania recognizes the Passport of Kosovo as a valid travel document (Ordinary, Diplomatic and Service Passports).
For the entry into Lithuania you do need Schengen visa and a valid travel health insurance.
